MEB process with civilian doctors

Army Soldier here. Recently had a Total Hip Replacement from a civilian doctor. Haven’t added my hip replacement records into the Army system. I know this replacement procedure gives me a P3 profile that initiates a MEB.

My question is will the P3 profile automatically initiate a MEB or is it up to my PCM/commander?

P3 automatically triggers a MEB.
