Medically Retired, SEJ1, RE-3P - Want to reenlist

I went through a MedBoard and was found unfit primarily due to Multidirectional Instability in my shoulders. Long-story short, I wanted to reenlist because my condition was getting significantly better with exercise. My findings came back while I was TDY on Corporal's Course (Resident), and I was not formally notified during the 15-day timeline to accept or deny my findings; because of this my findings were automatically accepted. I'm medically retired on PDRL (DOD 40% and VA 100% P&T). I reached out to a Prior Service Recruiter and was told to change my RE code to RE-1A first and start building my case to reenlist. My medical condition is permanent but can be managed significantly with constant exercise.

What would be the best way to build my case, I know I'll need medical documentation, but do I reach out to civilian doctors or MEPS, and what other evidence should I use?
What are the risks (I'm worried that I'll lose my benefits and not be able to reenlist) does changing my RE code this soon affect my benefits now, because I'd like to have a competitive PFT and CFT before pulling the trigger on reenlisting?

This request to the BCNR is a shot in the dark but I am hoping for the best.

You were found medically unfit for continued military service due to your condition(s).
An entire board was done to come to this conclusion - MEB & PEB.
You were placed on the Permanent Disability Retirement List.
I'm assuming you were giving an RE4 code.

You can always take a shot in the dark but I'd say virtually impossible for you to re-enter service. Like 1/10 of a percent.
 
I don't know how you would get the RE code changed. At that time it was given it was accurate. Even If you recover later the RE code wasn't inaccurate when given. Maybe you can get it changed. Not really sure.

The odds are definitely against me lol. An RE-4 would be a deal-breaker. I was given RE-3P, failure to meet physical standards due to a disability. From reading MCO's and policies, I know I'd need a waiver. The recruiter was saying because "disability" is attached to my RE code - it needs to be changed, which I doubt (each block on a DD-214 is a separate entry, and generally as no connection to each other). In service, and mostly dealing with Administrative Separations, RE codes were easy to change with a Pg 11 submission to IPAC via EPAR. I'm thinking of it as someone who can change their characterization for body composition failure; which is possible with substantial evidence of continuing care.

I've seen it be done before but only for Administrative Separations (involuntary). Different category, but MedBoards are a form of involuntary separation.
