Message from admin? Looks like orders

So admin gave me a message looks like orders but not official. Anyways, it shows that FOPC is 18 Feb, RAD is 27 Apr and TDRL is 28 Apr. which date should I follow as to getting out officially? And since it’s a medical seperation, am I able to use my leave days to take terminal? TIA
