Moving before retirement orders?

I am sorry if I am not posting this in the right place. I wasn't sure where to post.

My husband has been active duty USMC for 25 years. He had an approved LOS retirement last year. Serious medical issues arose needing prompt treatment. Meb began, Currently at WWBn, found unfit, waiting for ratings. We currently live on base and also have another home off base. We would like to begin our transition now and move off base. My husband went to DMO/TMO to book our final retirement move. He was told we would not be able to secure a government move until we have retirement orders in hand. Is there any way around this issue? It may be months until the orders are cut. We are only moving a few miles and can do it out of pocket but I don't want to waste our last move if we don't have to. Thank you so much.

X2 - If you do decide to move prior to getting your orders they will not reimburse you at all.
 
I suspect command can influence the process.
 
Thank you all. Everyone keeps saying, no not without orders. I was hoping for a way round it, but that does not seem to be the case. Thankfully we are only moving 6 miles so we are likely just going to do it ourselves and pay out of pocket for a bit of help with the heavy lifting.
