A recent directive memo from the Under Secretary of Defense (Personnel and Readiness) concerning DES.
Of note, there are new training requirememnts for working in the DES. The two positions that concern me the most are the attorneys and the PEBLOs. I know the Army is working on developing a training package, with testing, and a distance learning (web based) for the PEBLOs. As far as the attorneys, two weeks ago the Army held a seminar at Walter Reed to train attorneys. This was the first formal training for new attorneys in the DES. It may shock you to know that there is no formal training for the Judge Advocates.
Recently, the Army has added a number of attorneys to each of the PEB's. There are many issues surrounding attorney representation at the Boards (civilian and military) that I will discuss in a separate post. However, all in all, I think the training requirements are a step in the right direction.
