New System and Effects on Timelines (JBSA)

Figured I'd post and give some knowledge to everyone else suffering along with me. First, here's my timeline so far at JBSA (Army)

My timeline:
28sep16:new P3 profile submitted to start MEB again (this is my 2nd MEB, 1st result was FFD)
06oct16: MEB doc consultation over the phone, confirm starting MEB again
07oct16: 1st mtg with PEBLO
21oct16: 1st mtg with MSC
26oct16: meeting with MEB doc who will write NARSUM
27oct16: MEB overview brief
4nov16: all QTC appoints (2 really long ones to include hearing)
17nov16: PEBLO calls to say NARSUM is done; ebenefits changes to "review of evidence"
18nov16: got NARSUM and scheduled legal apt
22nov16: legal apt, signed NARSUM (told they cant send packet to PEB because of system being down)
6jan17: package sent to PEB finally!! (I had to call every few days to get them to send it as an "emergency" type situation)
13jan17: found unfit by PEB, package sent to VA for ratings
25jan17: some ebenefits movement, now in "prep for decision"
1feb17: ebenefits movement, now in "pending decision approval"
10feb17: new ebenefits claim opens and changes to "gathering evidence and historical claim showing
13feb17: 199 is in; proposed 20% DoD and 50% VA
15feb17: meet with legal, decide to pursue a VARR
17feb17: turned in VARR and 199 to PEBLO, who is unable to send on due to systems being down (of course systems have been down for every step of my process!!)
....and we wait

Now, for some knowledge that I've learned. This "new" system is the worst. They were "upgrading" to a "new and better" system but it SUCKS completely and it STILL doesn't work. Here's what I have been told (even though there isn't squat any of us could do about it!):

- the new system was supposed to be all in the "cloud" and better for everything, however, when they went to change over in nov/dec, the system pulled ALL the data from the old AKO system, including HISTORICAL data from years ago; what this means is that historical cases that have been closed, got brain dumped onto the new system
- there is no way to search in the new system by SSN, so searching is done by name... imagine someone named Andrew (either in their 1st or last name)...there will be HUNDREDS of pages of people with Andrew in there and there's no way to decipher who is who or get the closed/old cases out of the system
-therefore they are not using the system and everything is being uploaded to a safe website hosting that's encrypted and stops you from uploading too many/too big of files all at once, then it generates a link to download those files and emails it to the person (i.e. the PEB)
- the PEB decides when PEBLOs can send cases to them. The PEBLOs cant just send them when they get them. This is of course causing issues too since they send a whole bunch at once (I believe my PEBLO said our area sent like 700+ last week to the PEB...imagine wading through ALL of those with just a small staff)

I'm SO frustrated with this entire new system. Trying to focus on the positive and remember that the military is always hurry up and wait... but misery loves company so if you're stuck in the wait for your package to be sent-- I feel ya! Fingers crossed they are allowed to start sending stuff again soon...
 
Right there with you our timeline are pretty much the same. That dam good idea fairy with the system upgrade. But the positive is we are right at the end of the tunnel. Keep your head up.

Totally agree! Did you agree with your findings or did you appeal at all? Hoping the rest goes quickly for you!
 
I agreed with them i knew my DoD would be low

Im sure it will be back soon! I think I escaped the big backlog by like a day or two as I'm pretty sure they sent a ton of cases right around the time I got my 199.
 
I have a son who was injured in BCT (8/2016) but was still able to graduate (9/2016) Sent home for con leave 9-2016 thru 10-2016 when he went back he found out his injury had not healed and he would go through med board process (Nov 2016) He was with his Basic company for a little and then 2 more companies and then moved to RHU 1/30/17.The PEB in Ft Lewis just received and opened his packet 2/21 Do any of you all know how backed up the PEB is and about how loing this process is. i am just a concerned mama evidentally RHU is hell :(
 
VA claim went historical 16Feb17

Ignore eBenefits until after you're out. Use vets.gov while you're still in the process. As soon as the VA completes your proposed ratings, your claim is closed in vets.gov and then they send the letter to the PEB. Then your MSC can tell you what your ratings are. My claim on vets.gov was closed on Monday. I called my MSC right after I saw it and he went in the system and told me what my ratings were. He couldn't tell me what the IPEB found me unfit for so I can't figure out my DOD rating. Now I just have to wait for the PEB to generate my 199 so I can move on in the process.

sorry you're all having to deal with that! the one at Lewis is a different region than the one I'm in, but I'd say all of them are pretty backlogged. that being said, my PEBLO said they are findings ways to work through it all. good luck!
 
My VARR came back on 14 Feb and my PEBLO stated that I'd come down on TRANSPROC in 2-14 days. It's been 3 weeks and I still haven't come down. Anyone know how long can I expect before coming down on TRANSPROC and getting orders? I'm at Fort Sam Houston...

have you asked your PEBLO? I thought the average was like 2 weeks.

how long did your VAAR take from being submitted to getting the results? Thanks!
 
Submitted VARR on 4Jan. Came back on 14Feb.

I did contact my PEBLO and she said TRANSPROC 'has been slow'.

My timeline has taken MUCH longer than anticipated, I suspect largely due to the system issues. I figured I'd be clearing back during Christmas.

The extended timeline isn't too big of a deal. Each passing day is another day getting paid on active duty. It is getting a little awkward at work though. I fell on my sword back in October by telling my COC to leave me alone because I was anticipating being out back in December, which they pretty much agreed to...and here I am still here in March!

Ah yes now that you said all that I remember seeing your post on a different forum. These new system upgrades are a real pain in the you know what. I've been held up at every stage with the new system implantation but like you I'm OK with it since it means another day of pay. But the issue with the CoC is definitely a problem for me too, so I feel ya there! I keep telling them I should be starting PTDY and Terminal leave in like April now, but lord knows if that will even happen. I had asked my PEBLO how long it was taking people to come down on TRANSPOC when I got my 199 and he just said it depends and the average was like 2 weeks. That being said, I'm with an AIT unit here and I see Soldiers in the medboard process who started after I did getting their orders very quickly after their ratings come back (like within 5 days fast). But maybe that's because their situations are more cut and dry as opposed to someone who has been in years? Who knows.

I can't see anything on ebenefits or vets.gov. I keep getting an error message
