If I am getting combined 5000 from DoD and VA now, if VA lowers my rating, will I still get 5000?

Without knowing what you make for DOD and what you make on the VA side, it's hard to say."Your DOD gets offset dollar for dollar by how much VA comp you get" - I'm sorry, I'm stupid, what does this mean?
So will I still have 5000 if VA decides to lower my VA rating?

Yes. If your VA goes down your DOD will increase. If you have a pension for Chapter 61 for $5,000 then you will get that much each month regardless of your VA compensation. The only thing that changes is the offset amount. The higher the VA rating the less you will owe taxes on. If you were retired with V3 code for combat related there is not difference since your chapter 61 retirement is exempt from federal income taxes. If that's not the case you want to have VA compensation as high as possible since its not taxable.I get 1500 from DoD and 3500 from VA = Total 5000
I was 100% from DoD, 75% of my high 3 = 5000

Note, that if you're NOT eligible for either CRSC or CRDP, that means you're only allowed to collect either your DOD comp pay or your VA comp pay, one or the other; not both.
