PEB or VA is first?

Does the narsum get sent to PEB or VA for proposed ratings first? I am only asking out of general curiosity.

Your NARSUM gets sent to your PEBLO, who then creates a package of all your info from your appts and NARSUM. Then send it to the PEB, they’ll accept and send it to the VA for your ratings. The VA will send your “proposed” ratings to the PEB. You’ll get VA ratings then the PEB will decide DOD ratings and send to your PEBLO once everything is final.

What happens if the applicant is already rated 100% P&T from the VA? The applicant didn't go the LDES route and took the long route. Thanks in advance.

If you have your ratings from the VA then the PEB will rate your % then send your findings and percentages to you for signature.
