Can I change from an IDES to a LDES? I’m waiting to get out of the military sooner due to reciecing a job offer that’s hard to refuse and that will accommodate me for my medical issues. I’m currently waiting for my proposed rating from the VA in the IDES.

I don't think you can change it after you start. Also, it looks like you have already done your C&P exams so it probably won't save you too much time to switch now.

I’m currently 4 months into the “waiting for a proposed rating” phase. Do you know of any way to speed it up or who I could talk to? My PEBLO has been ghosting me for 3.5mo’s

Same base. I understand they might be the only PEBLO, however, 3.5mo’s with no contact after left voicemails, emails, and personally visits (not in office).

Yeah, I get it. Even if there isn't a change that is not acceptable. I would find out who your PEBLO's boss is and contact them. Your leadership team may assist you as your commander is supposed to be able to get updates from your PEBLO too and if you can't reach him then your leadership won't be able to and they can escalate it. A congressional inquiry for the VA may be another route but its hard to say without communication from the PEBLO. For all we know the VA has done its job and the ratings are at his desk and the PEB also already has them. Sometimes its the PEBLO that's the issue. If they sit on something or miss it that will hold up then entire process.
 
You can reach out to your MSC for details on VA progress, I believe.

And, you can put in an ICE comment on your PEBLO.

Also, Congressional inquiries do tend to help for protracted timelines when it appears your case has stalled or been lost. Just takes a little while to get a response.

Whatever way you do it, I don't know that you're going to be able to get much "expediting" done. VA is notoriously slow.
 
@themonopolyman I was an IPEB and FPEB counsel - first AD Marine, then civilian, now as a civilian attorney - and PEBLOs are hit or miss.

@Provis and @PERS-95 are both correct.

Just remember, the PEBLOs are "owned" by the MTF. So the MTF admin are responsible for the PEBLO's conduct first. That's who you may want to visit first; I say "visit," because I'd certainly go in person. If they won't help, then you have more names to give to the Congressperson, if you go that route. Like @PERS-95 said, the MSC is actually the person who has direct visibitlity on your case.

All that said, technically, neither the PEB nor the VA are under any obligation to give you a status update on the progress of your case until after you have been found unfit for duty - fit members don't receive VA proposed ratings, despite the ratings usually being done.

This is all to say that it may be worth contacting the IPEB attorney located/detailed to your location; I used to handle this stuff quite often. Every military department handles IDES and LDES case administration a bit differntly. So, although I've never seen anyone change between IDES to LDES, that doesn't mean that it can't happen.

In sum, however, the fact that your case has progressed to the VA proposed rating stage means you would have to convince people to stop a process simply upon your request, which may set a dangerous precident - Service members electing to swtich from IDES to LDES after they already selected IDES would inevitably restult in thousands of wasted staffing hours doing medical exams and ratings for nothing.

Please do not take this as legal advice, as I don't know the specifics of your case. I am merely commenting on the administrative logic and it's necessary conclusion to the questions you posed above. No questions of law were addressed.

@JoelPettit One correction. I just learned this a few weeks ago, but while the Navy and Marine Corps, and I think the Coast Guard, have PEBLOs who work for the medical chain of command, the Army and Air Force, and I believe Space Force, are different. Their PEBLOs actually work for the line command, in USN parlance, which oversees the DES. That is one reason you hear Army and AF members talking about their PEBLOs have the authority to permit or not permit leave, and stuff like that. They are much more in the day-to-day chain of command than the Sea Service PEBLOs are.

@PERS-95 Thanks for the correction. This is why I love the PEB Forum. The Navy/Marine Corps had the current AF/SF/USA setup years ago and, of course, moved the PEBLOs becuase these types of situation were cropping up more and more. The frustrating part of the IDES process for most is that once the MEB and VA exams are sent to the PEB for IPEB review, everyone is floating in an abyss where no information is required to be pushed to any of the concerned parties until a fitness determination is made. Believe me, this is where having relationships at the PEB helps to get info; if there's any to be had, that is.

Are you in the AFW2 AF Wounded Warrior Program ? If so you can have your POC reach out on your behalf and they’ll be able to get a response back fast.
