if you hit print screen to download it as a pdf. you can scroll to 2nd page in the message section. It should tell you something of what this is. Were you retired recently?
Message section if retired recently should have something like:

Going off your mobile formating which isnt the best. If you print it, it looks better and makes more sense.

so originally, the payout from your DoD paid you 2078 from whatever effective date this statement is for. now its saying your gross pay is equal to the VA waiver, so DoD new pay is 0.
need more info from the general / message section to make sense of what they are doing.
