TDRL Pay question

Hello all. Thank you for your service! I just received my unfit findings from the PEB today. I was awarded 70% for my condition and 100% total VA disability. I have less than 20 years of service (18 years and 9 months) and was placed on the TDRL to be reevaluated in one year. My conditions are not combat related. 70% at 18 years 9 months in service calculates to 2696.22. VA at 100% for member with 1 child and 1 spouse comes out to $3197.16. My PEBLO explained to me that I would receive 2696.22 from the Army which would be taxed, and then a seperate check of $500 that is not-taxable to get to the $3197.16. My question is, since the VA amount is non-taxable, and it is larger than the Army compensation amount, shouldn't the entire amount be non-taxable or am I completely off? Any information would be helpful. Thank you.
 
The entire amount will be un-taxable. You were told wrong.

The VA is higher than DoD so you will receive the whole amount from VA and retain retiree benefits like Tricare from DoD.
