DA 3947 was signed and checked i do not concur and do not request an imr. If va and dod ratings come back and hypothetically and magically comes back at 30% and you’re satisfied with the dod rating, what happens now? Also, what’s the likelihood of having an expected 20% dod rating to increase during peb process because of da 3947 election?

The ratings are done by the VA. All the iPEB or FPEB have is to use the VA's ratings and apply them to your DOD ratings if the condition is found unfit. So I wouldn't plan on getting to 30% based on the small amount of information given. However, if the rating is too low and doesn't match your symptoms you can request a VARR after getting the iPEB findings. Also, if you are proactive you can see if there are any other health conditions that might be unfit. if so you want to do so at the NARSUM stage by providing a rebuttal stating that another condition should be unfit. You want to see if your commander would update their impact statement to mention that other condition and how it affects your job. You want to see if you can get a profile for it even if temporary and not P3. Being proactive and having an end goal in mind make a big difference.

Hiring a dedicated private attorneys that knows what works and what doesn't helps a lot too. I will send you some references. My wife hired one and it made a huge difference. She got additional conditions added, argued for combat related for one condition and requested a VARR for another condition. At every stage where there is a chance to appeal or challenge you want to do so if you there is something that doesn't match up with your end goal.
