Hello everyone,

I'm currently active duty HT (welder) in the Navy with 7 years in, it will be 8 in Jan. I've posted before so the beginning of this might sound familiar to a few of you. So I started getting PT on my shoulder in 2017, received 2 cortisone shots, got an mri and it was determined I had a labrum tear in my right shoulder. had surgery Jan 2018 and had frozen shoulder, so i got two more cortisone shots put was still having range problems. saw a nerve specialist and got them tested and I have nerve weakness in two nerves. Which means they aren't responding like they should. So I was just going to get out and separate my EAOS is DEC 28, 2018, so I went to do my final physical but the physician said he that I was not physically fit to separate. So I talked with my surgeon and he agreed and he put me in for a MEB and says I will go through PEB. I can not be a welder anymore, I barely passed weld school at my command in 2016 because of my shoulder before I had my surgery. My instructor almost pulled me out school because of it. Obviously I want to get out and be deemed unfit and I know I'll have to get an extension.

My command is making me write the CO's NMA of myself but they gave me a sort of template but I've been researching on this forum and have seen much better examples and yet the two paragraphs that my command okays seems to do just fine. So below is what I have written and if anyone has any other suggestions or improvements I would be grateful. I just want to make sure that I am clearly deemed unfit. Also if anyone has any input for my own NMA I am all ears.

3. The Commanding Officer submits the following comments so the PEB can make a determination of Fitness/Unfitness for this Member:

a. How does the medical condition(s) impact the Member's work capacity in relation to his/her MOS/RATE? (MOS/RATE requirements can be found in MCO 1200.17A (4 Jun 09) for Marines; Volume 1 of NAVPERS 18068F October 2010 for Sailors).

HT2 Wallace cannot perform a large majority of her professional duties. Installing, maintaining, and repairing valves, piping, plumbing system fittings and fixtures, and marine sanitation systems. Repairing decks, structures, and hulls through welding, brazing, riveting or caulking including fabricating with light and heavy gauge metal. HT2 Wallace has constant pain and limited range of motion in her shoulder with a numb and tingling sensation in her hand that prevent her from performing necessary task to complete task and mission. Physical ability is essential to being a Hull Maintenance Technician, HT2 is unable to meet this requirement due to her right shoulder.

b. Include an explanation on what Mission Essential Tasks the Member substantively can or cannot do regarding the primary duties of his/her MOS/RATE.

HT2 cannot weld, lift more than 10 pounds, operate machinery, climb ladders, reach above her head or crawl below decks. She cannot stay in a rack due to pressure on her shoulder. The constant pain keeps her from being able to focus in an office or an industrial setting. HT2 Wallace has received an extensive amount of treatment, including medications and procedures, with little improvement which prevents her from performing her duties as a Hull Maintenance Technician.

what general duties of all seaman can you not do? You focused on your rate, but part of your rate is general duties. Specifically what movements aboard a vessel would you not be able to complete? I'm not Navy, but my experience aboard helicopter carriers showed me the environment would be tough with disabilities.

This is a well written NMA. One thing you should always do when writing your NMA is to focus specifically on how your medical conditions affect your ability to perform your rate. Do not include or mention general duties of a seaman on your NMA

Okay I understand what your saying. So I should tailor towards what I do as an E5 welder not just a generlaized description of what we do? Also if I was given another job to do that was sort of a desk job and got kick out of that job and out of my shop should I mention that for my command statement or for my personal NMA?
 
Yes you can mention that you was unable to perform and got kick out of another job and out of your shop due to your medical problems on the command statement and personal NMA. Just don't mention general duties or stuff like member is able to perform/participate in command function or member does stand command watch or member has a stellar periodic evaluation, personal awards etc.
