In short, yes. If you proceed to the VA then yes your PEB is done and you were found unfit. PEB is only to find you fit or unfit. VA rates everything, DoD only unfit conditions.I'm confused my Peblo keeps telling me that the Peb forum will "request ratings from the VA" after I am found unfit. Does that mean that the PEB is completely done before the va Ratter sees the files?
The DoD typically uses the VA ratings but only for the referred condition.
For insance, here is a very basic example
Your PCM referred you to the MEB for your back.
You claim the following conditions when filing your VA claim and go to C&P exams for the following:
1. Back*
2. Head
3. Legs
4. Feet
*referred MEB condition
The MEB found your back condition not medically retainable and forwarded your case to the PEB. The PEB got your case, reviewed it, and said you are UNFIT. PEB forwards your case to the VA for ratings.
VA comes back with ratings:
1. Back 30%
2. Head 20%
3. Legs 10%
4. Feet 10%
PEBLO gets ratings and DA 199
You receive the following:
*DoD 30% / VA 50%
(you may see many people post ratings in this format)
So whatever your referred condition to the MEB is, the DoD will use only the referred condition rating from the VA.
