I'm confused my Peblo keeps telling me that the Peb forum will "request ratings from the VA" after I am found unfit. Does that mean that the PEB is completely done before the va Ratter sees the files?
In short, yes. If you proceed to the VA then yes your PEB is done and you were found unfit. PEB is only to find you fit or unfit. VA rates everything, DoD only unfit conditions.

The DoD typically uses the VA ratings but only for the referred condition.

For insance, here is a very basic example

Your PCM referred you to the MEB for your back.
You claim the following conditions when filing your VA claim and go to C&P exams for the following:

1. Back*
2. Head
3. Legs
4. Feet

*referred MEB condition

The MEB found your back condition not medically retainable and forwarded your case to the PEB. The PEB got your case, reviewed it, and said you are UNFIT. PEB forwards your case to the VA for ratings.

VA comes back with ratings:

1. Back 30%
2. Head 20%
3. Legs 10%
4. Feet 10%

PEBLO gets ratings and DA 199

You receive the following:
*DoD 30% / VA 50%
(you may see many people post ratings in this format)

So whatever your referred condition to the MEB is, the DoD will use only the referred condition rating from the VA.

10/21/24 Reached out to PEBLO again regarding PEB ruling; assuming ruled unfit as PEBLO responded that the case is with DRAS-VA for ratings and once it returns then a DA 199 will be generated and to wait between 3-4 weeks or one month; this confirms my assumption from 10/10/24
Between 09/28/24 - 10/21/24 - Ruled unfit; PEBLO neither confirmed nor denied but can safely assume given their response to my status request and the VA rep informing me.
10/28/2024 Notified of PEBLO change; also notified VA memorandum sent on 10/17/2024; given a late November mid December timeline for ratings to come back; new PEBLO stated fit/unfit determination no longer provided to PEBLOs and 10 out of 10 I was found unfit.

So rapid update to this because you reminded me to check the app. I only have the app because I’ve seen people on here say they check it.

1) Claims are closed as of today! I called the VA rep and the guy told me that the ratings have been sent to the PEB but he didn’t have any other information.

2) It does say a letter is being mailed out.

3) Hopefully will hear from him soon. He’s actually great at quick contact once he gets information.

I sign my Narsum back in feb but I also appealed. The VA ‘sent’ out my decision letter on the oct 30th if yall get your 199 before me please let me know cause I’ve been waiting since sept 15 but they said the Va system was done which they just sent out the letter.

Okay I just got the same update today, the ratings as been closed from the va and sent back to the PEB now awaiting signature, to receive my 199.

From what I know, PEB makes its call on whether a service member is fit for duty before the VA rater checks out the files. Basically, the PEB figures out if a service member can't perform their duties. Then, the VA rater looks at the medical records to give a disability rating based on that decision.
