Got a question and can’t seem to find the answer. A friend insists there is a difference being AD Army and medical retired at 15 years vs 14 years of qualified years. The only thing I discovered is the option for TERA at 15 years (*only if authorized by Congress). Any insight will be appreciated.

There is differences between branches and AD vs Reservist. TERA has been cancelled for the Army so that isn't an option. Are you a reservist? Also, whether at 15 years or 14 the end result is a medical retirement or separation with severance. If you hit 15 years AD you can request COAD as a last ditch effort to stay in. That basically allows you to serve until you hit 20 years but know that its very rare for it to be approved. Its not a winning strategy as you have to accept results of unfitting and then hope they still want you even though you are limited on what you can do.
 
I know of only TERA at 15 years (and it is not a “right”). TERA is a tool for force reduction.
