He let us know a while ago that he was proposed for 100% P&T. Correct me if I'm wrong @OrdieChief but I believe he means the VA disbursed his official rating as an award yesterday effective to his retirement date. All this means is he's retired, and now rates any backpay from his retirement date to his date of decision for all eligible (full) months that have passed.
