Permanent and stable

On the DA 199, my conditions are rated permanent and stable. Is that different than permanent and total?
 
It's been a while but I think permanent and stable is a DOD term and permanent and total is a VA term. If the percentage for your referred condition is 30% and it's deemed permanent and stable, they will add you to the PDRL list (permanent disability retirement list). If it's not deemed permanent and stable, they will add you to the TDRL list (temp disability retirement list). If on the TDRL, they (DOD) will re-evaluate the condition in 3 or 5 years and determine if it's improved or not. If it's improved, your rating will be reduced and you will be medically separated. If it's not improved, you will then be placed on the PDRL list.
