Severance pay tax question

I've been researching this quite a bit on here. I've found a few different answers, so I'm confused. Is severance pay taxed or not??? I've heard you can recoup it some how if it is taxed. Any help would be appreciated.

Yes, most of the time they will tax it @ near 28% unless it is combat related.
 
Ok so let me get this straight. If i get the severance and cause its not combat related, they will take 28% out for taxes, then the VA will go through my record and give me the percentage they find. I get the difference per month until my severance is paid back. Now when i were to file my taxes, will i get that back in a refund? Just federal cause i am florida no state taxes for military. I hope that wasn't confusing cause i have no idea what is going to happen if i get the severance.
